Report: From Projects to Markets

A paradox sits at the heart of municipal water finance. In many cities, households and businesses face significant unmet need for safe, reliable services and they already spend substantial sums on water, month after month, through a mix of tariffs, vendors, self-supply and packaged water. Those payments create an assured revenue base in practice. Yet the sector still struggles to convert underlying demand and revenue potential into investable opportunities.

This report sets out a framework and proposed approach for assessing an urban water economy as a set of interlinked service chains and business models. It is written for city and utility planners, regulators, development finance institutions, and investors involved in shaping, governing, and financing municipal water services in contexts where non-utility provision is significant.
