Pilot phase · Ahead of the UN Water Conference

Water Compacts Clinic

The Water Compacts Clinic gives countries developing Water Compacts technical support to include the policy commitments and investment guidance needed to move directly from Compacts to the development of an investable pipeline of projects.

Moving from Commitments to Capital

Who is behind the Clinic

The Clinic is led by an expert consortium including the Resilient Water Accelerator, WaterAid, Climate Policy Initiative and the Global Climate Finance Centre, with funding from the Children’s Investment Fund Foundation. It sits within a wider effort by the consortium to develop complementary guidance that helps countries build stronger, investment-ready Water Compacts.

Pilot phase

3 to 5 countries, October-December 2026

Who can apply

National governments developing a Water Compact.

How countries are selected

Based on government commitment and readiness to engage before December.

How the Clinic strengthens Water Compacts

A Compact sets direction and priorities. The Clinic helps a country take the next step and work through what initiatives and projects should be included, and how those priorities get financed. The core of that work is growing the financing base.

...

Financing strategy

Testing whether the financing strategy matches the scale of the investment need.

...

Priority reforms

Identifying the reforms that matter most to the investors a country is targeting.

...

Financing composition

Setting out a realistic financing composition for priority investments.

What countries come away with

A practical read on how their priorities could be financed, and the policy commitments their Compact needs to credibly attract the capital they are targeting.
