Rachel Cardone

Rachel previously was Deputy Director of the Program on Water, Sanitation & Hygiene at Stanford University, where she managed a strategy-level measurement, evaluation and learning program for the Conrad N. Hilton Foundation. In addition to working with grantees and supporting organizational development to align grant reporting with foundation decision making and investment planning, she also designed and implemented a virtual training program that trained consultants based in several Sub-Saharan African countries to coach NGOs and local governments on problem solving and program design, using a mix of lean thinking, relationship network mapping, story-telling, and inclusive facilitation practices.

As an independent consultant, Rachel supported multilateral agencies, private foundations, private companies, and non-profit organizations, working with Boards, leadership teams, and program staff with a range of strategy development, program design, measurement and reporting, coaching, and facilitation. Her primary area of focus has been to address financial barriers to sustainable and resilient water infrastructure and services in low and middle income countries.

Earlier, Rachel was a co-creator of the Water, Sanitation & Hygiene program at the Bill & Melinda Gates Foundation, where in addition to program design she developed and managed a US$70 million portfolio focused on transforming how water and sanitation-related programs in low and middle income countries are designed, costed, and delivered - from a "charity" mentality to one where resilient services are provided as a service.
